The distinction

General fluency and vocational fluency are not the same thing. Standard ESOL was never designed to close the underemployment gap.

A learner can hold a conversation in English and still be unable to read a care plan, follow a site induction, or respond to a clinical handover. The barrier is not conversational English — it is the sector-specific language of the role they are entering.

And many of these learners are not unemployed. They are underemployed — a Syrian doctor working as a care assistant, a Colombian engineer labouring on a construction site, an Ethiopian accountant in a hotel kitchen. Technically capable, professionally experienced, working below their level because the language of the sector is the only thing standing between them and the work they can actually do.
